

There is a very real risk of being trapped in an endless cycle of reoffending for those persons who have just been released from prison, as they feel powerless and isolated from society. Estonia has addressed this issue by putting in place support systems for those released from prison – systems that can help ex-offenders forge a new path in life. This helps the society as a whole to become more cohesive and safe.
With support from the European Social Fund (ESF), the ‘Follow-up support for those released from prison’ project aims to reduce individuals’ risk of reoffending after leaving the prison system.
Six months before completing their sentence, prisoners are assigned a mentor who helps them prepare for life on the outside. Once released from prison, ex-offenders continue to work with a mentor who supports them to meet structured goals, building confidence and self-esteem. They develop key social and job skills to make the transition to civilian life smoother.
Kaarel highlights how the project has taken him on a journey to prepare their transition to a new life ‘[…] I had the opportunity to participate in a follow-up support programme for people released from prison. I received a lot of help and support in order to be able to live a full life on my own. I feel cared for and valued for who I am.’
The project also provides temporary accommodation for those who need a place to live. During their stay, ex-offenders can engage with social services, see a debt counsellor and help out with on-site work.
For many of the 1 000 people involved in the project, this support made an unbearable situation bearable.
'There was hopelessness and emptiness in my life,' explains Maria, 'and I saw no way out [...] I found a new life and now I have goals for the future.'
Thanks to the continuous support and encouragement from the project, people like Kaarel and Rosangelica have turned their backs on their past life and are facing a brighter future.
