Local Agenda 21 Plus Vienna

To counteract the growing lack of communication between local governments and the people they represent, Vienna introduced the Local Agenda 21 Plus initiative (LA21+). Building on a similar idea proposed in 1992 at a UN conference, the project is a governance model promoting grassroots democracy, sustainable democracy and improved communication between citizens and public authorities. The aim of the project is to develop trust between different groups in the community and between citizens and public authorities, giving citizens a voice and a space to discuss and share their needs and identify solutions which are then brought to life by local authorities. Project activities vary depending on the requirements and requests of the district and are actioned once all levels, from citizens to policy makers, have discussed the issue. However, their core focus remains on economic, environmental, social and cultural matters, with a focus on sustainable development. The wide range of activities have brought a wide variety of results. For example, new community gardens have united children of different cultures within one residential area while improving cycling infrastructure has provided citizens with more bicycle parking spaces. To facilitate start-up costs and to prolong its activities, LA21+ received an ERDF grant. Vienna has since extended its own funding and increased project activities into ten districts of Vienna, expanding into two more in the future.
