SCOPE is a call for proposals, funded by ESF, to forecast future labour market and competency needs across different sectors (e.g. tourism, transport, electricity, construction, agriculture, textiles and raw materials) in Flanders. The call was open from June to August 2021 and, by the end of 2021, 28 proposals had been selected for funding, each with a maximum contribution of EUR 75,000.
SCOPE funds forecasts about future labour market and training needs across a variety of sectors, provided that the transitions are imminent, for example in view of new technologies, digitalisation, and transition to a circular and carbon-neutral economy. All projects financed under SCOPE must set up a steering group of experts, sector representatives and decision-makers, who support the whole process of the forecast, from proposal design to the dissemination of investigation results, and help to translate recommendations into concrete actions for companies and training providers.
The methodology ensures that investment in new competencies is evidence-based and data-driven and that research results lead to real change. The scope of the research is thoroughly defined, the future of the targeted sector is analysed (based on desk and primary research, e.g. document reviews, exploratory workshops), and gaps in future competency requirements are identified. The process ends with the development of an action plan that highlights key findings and appropriate steps to address needs.
