Opportunities for West II

In Rotterdam, the unemployment rate is twice the national average. There is a mismatch between the demand and the supply on the labour market. Kansen voor West II, 2014-2020 (KVWII), meaning Opportunities for West II, is a funding programme that aims to improve the connection between the labour supply and the demand for skills by providing direct funding to business development and innovation, primarily among SMEs. To be eligible for funding, projects must involve SMEs and foster innovation. KVWII puts special emphasis on piloting and learning what works in tackling unemployment and labour mismatches. This is intended to continuously inform the design of successful new initiatives that bring unemployed individuals into the labour market in a sustainable way. KVWII has financed a range of projects - 'Slim Made' for example was started by the SME business community and offers young people from Rotterdam South training in technology. ‘Connected to South’ focused on tailoring apprenticeships in the healthcare, technology, and logistics services/sectors in South Rotterdam. There are currently over 200 projects supported by KVWII in place and many more are in the pipeline. The evaluation of the first edition of the programme showed that between 2009 and 2013, the percentage of technologically innovative enterprises partnering up with institutions for tertiary education went up from 8% to 11%.
