The e-school programme aimed to empower primary and secondary education system capacity, while enabling students to become active participants in the labour market, pursue further education, and engage in life-long learning. The innovation lied in the combination between infrastructure and social elements: the first entails the design and deployment of internet networks in schools, providing teaching and other relevant school employees with laptops, equipping classrooms with interactive presentation tools, and establishing new regional training centres; the second element comprises the development of digital competences, a helpdesk for educational system support covering technical questions related to the use of computers, mobile teams for on-site support, and a community of practice with virtual and live meetings and workshops. This is complemented by the provision of e-content, including digital educational resources and teaching scenarios for all subjects from 5th grade primary school to 4th grade secondary school. The project is based on the acknowledgement that it would not make sense to strengthen skills without equipment, or to install equipment without people knowing how to use it. This dual approach is reflected in its innovative financing structure, which combines ERDF and ESF funding.
