A boost for careers: the Hamburg Weiterbildungsbonus

Deputy director general Andriana Sukova visiting the Weiterbildungsbonus project

Fifteen years ago, in response to the economic crisis, Hamburg introduced the Weiterbildungsbonus – a funding programme to help employees and self-employed individuals access professional training.

Since then, it has supported over 24,600 people in developing their skills, securing jobs, and growing their businesses. Funded by the European Social Fund Plus (ESF+) and the Free and Hanseatic City of Hamburg, the programme has had a lasting impact on the local workforce and economy.

A pathway to new opportunities

The Hamburg Weiterbildungsbonus has evolved into an initiative of strategic importance for workforce development, particularly benefiting employees in small and medium-sized enterprises (SMEs) and self-employed professionals. The programme offers financial support for training costs, making career development more accessible to those who might otherwise struggle to afford it.

Over the years, the programme has expanded to cover a wide range of industries, from hospitality and creative sectors to healthcare and technology. The training courses supported by the scheme are tailored to real market needs, helping professionals stay competitive in an ever-changing job landscape.

Strengthening businesses through training

Employers across Hamburg have benefited significantly from the programme. Many businesses use the funding to upskill their teams, improve service quality, and secure their workforce in competitive industries.

One example is Witwenball restaurant, where owner Julia Bode has used the programme to enhance her team’s expertise: ‘My employee Jeannine is now an Assistant Sommelier (IHK) with a WSET® Level 2 Award in Wines, and Hanna has qualified as a European Cheese Consultant. Their expertise and motivation are a huge asset to my restaurant and our guests.’

Similarly, professionals in technical fields have benefited from the funding. Johann, a specialist in refrigeration, air conditioning, and heat pump systems at BÄRENKÄLTE GmbH, saw his career prospects improve: ‘Thanks to the Hamburg Weiterbildungsbonus, I am now a project manager with great career prospects. Efficient and professional – that's exactly how support should be.’

Supporting migrant entrepreneurs

One of the programme’s key successes has been its role in supporting migrant entrepreneurs and professionals. Through partnerships with organisations like ASM (Association of Self-Employed Migrants), the Weiterbildungsbonus has helped self-employed individuals obtain recognised qualifications and enhance their businesses.

Cao Tri Do, owner of Hanoi Deli Rathaus, took part in a ten-week training programme that enabled him to become a certified trainer: ‘As a self-employed migrant, the Weiterbildungsbonus was a huge support. It motivated me to complete a ten-week training course on Sundays. Thanks to ASM’s excellent preparation, I followed a teaching course, and since 2024, I have been training apprentices at my restaurant, Hanoi Deli Rathaus. I hope other migrant businesses take advantage of such opportunities to develop their training capabilities.’

A future-ready workforce

As Hamburg looks ahead, the demand for skilled professionals continues to grow. With ongoing support from ESF+ and local funding, the Weiterbildungsbonus remains a crucial tool for lifelong learning and career development. Whether for people looking to advance their careers or businesses seeking to strengthen their teams, the programme provides the necessary support to build a resilient and future-proof workforce.
