Problem addressed
In Amsterdam's diverse neighborhoods like West and Zuidoost, sleutelpersonen—local key figures with deep community ties—lack formal recognition and paid opportunities despite their vital role in fostering connections and inspiration. These individuals, often distant from the labor market due to limited formal qualifications, face barriers to sustainable employment, hindering neighborhood resilience and bottom-up development. Traditional structures overlook their experiential knowledge, resulting in fragmented community building and missed chances for in-streaming talent into professional roles.
Innovative solution
Buurtbaan transforms voluntary sleutelpersonen into paid community builders through a 2-year program of 25 jobs, providing coaching, training, and recognition aligned with municipal regulations since 2021. Launched in Amsterdam West in 2017, it emphasizes neighborhood strengthening from within—reaching and inspiring residents without relegating participants to assistant tasks. Flexible models like subsidies atop benefits, ZZP entrepreneurship, or full buurtwerker roles empower participants to lead with their strengths, fostering peer-to-peer training and ambassadorship for scalability.
Key results and benefits
Participants gain profound recognition, perspective, and career advancement, with many aspiring to become ambassadors and trainers for future buurtbaners. Neighborhoods benefit from sustainable "layer-upon-layer" strengthening, enhancing connections between residents and organizations while promoting in- and through-flow of local talent. Shared intervision reveals broad support for the model, delivering dual impact: personal development for sleutelpersonen and resilient, resident-led community building.
Potential for mainstreaming
Buurtbaan's resident-driven approach aligns with ESF+ priorities for active inclusion, employability, and community-led innovation, scalable via municipal adoption across Dutch cities and EU regions. Lessons from evaluations—sharper profiles, employer flexibility, and space for personal plans—enable replication through policy commitments for sustainable funding. Partnerships with organizations like Movisie and platforms like buurtbaanamsterdam.nl support nationwide spread, empowering experiential knowledge for broader social cohesion.
