This evaluation staff working document presents the main findings of the mid-term evaluation of the ESF+ for the period from June 2021 until the end of 2024. The evaluation covers both strands - shared management and EaSI (direct and indirect management). The ESF+ brings together four former instruments: the European Social Fund (ESF), the Youth Employment Initiative (YEI), the Fund for European Aid to the Most Deprived (FEAD), and the Employment and Social Innovation (EaSI) programme. The evaluation examines the effects of this merger.
The evaluation analyses the programming and progress in implementation, as well as the extent to which the ESF+ has delivered on its objectives. It also assesses the administrative burden and the extent to which simplification measures have helped to reduce it. Furthermore, the evaluation explores the coherence of the ESF+ with other instruments investing in human capital and assesses the extent to which the ESF+ serves as a strategic instrument to address EU policy priorities and national needs, including emerging challenges.
